If you aren't familiar with the concept of making declarations or prophesying, please read my blog The Power in Our Words first. It builds the foundation for what we're doing here and why.
If you have a child that is in special education, is non-verbal autistic, has a delay of any kind, intellectual disability, or just needs help in reading, these declarations are for you!
Speak them out loud and with authority. Speak them in your car, in the shower, over your child while they sleep, sitting next to them on the couch...it doesn't matter where, what matters is that you speak them with the authority Jesus has given you to trample on snakes and scorpions (Luke 10:19) and with the authority as your child's parent/guardian/caretaker/relative. Posture your heart in gratitude that God has given your voice power and this key to His Kingdom! Speak from a place of love, for we know that "love covers a multitude of sins". (1 Peter 4:8) Not saying your child has sinned at all, but something isn't going right or you wouldn't be here, so interject the love of God with these declarations and believe Jesus when He said, "Truly I tell you, if anyone says to this mountain, ‘Go, throw yourself into the sea,’ and does not doubt in their heart but believes that what they say will happen, it will be done for them." (Mark 11:23)
So, let's declare the thing already! (Job 22:28)
READING LITERACY DECLARATIONS
(insert child's name into blank)
In Jesus' name, I declare that ____________ has fully functional phonemic awareness. This encompasses being able to hear, identify and manipulate the smallest part of sound in a spoken word. ________________ can easily identify each syllable in a given word, as well as onset and rhyme.

I declare in the name of Jesus that ______________ decodes written words effortlessly, regardless of the complexity of the word.
In Jesus' name, I declare that ________________ has perfect fluency, which is the ability to read accurately, quickly, and with proper expression. ______________ doesn't read too fast or too slow, but at the appropriate pace allowing for comprehension.
In the name of Jesus, I declare that _______________ uses appropriate pitch, tone, volume, rhythm, and phrasing while reading, both silently and aloud.
In the name of Jesus, I declare that _______________ is able to focus on comprehension and not decoding since they decode words so well.
In Jesus' name, I declare that _______________ memorizes, identifies, and reads sight words on grade level and with ease. _________________ has an extensive vocabulary and understands both oral and written words with ease.
In the name of Jesus, I declare __________________ has the ability to understand and gain meaning from what has been read easily and without effort. I declare quick recall and full comprehension over every sentence and passage they read.
I decree no fear over _____________ when called on to read aloud. I speak confidence over __________________ to read in front of others with ease.
I speak a love of reading over ______________, that it is a pleasurable and rewarding skill they use often and with ease. There is no apprehension, no fear, but complete competence enjoyment in all areas of reading literacy.
Repeat daily, weekly, monthly...however Holy Spirit leads! And oh, the power of agreement if you can teach your beloved student to speak these about themselves. You can simplify them, make them easier. But there's power AND a testimony coming when they start speaking this over themselves and then see the fruit of their words. Feel free to copy, paste, put your child's name in the blank, print, and hang on your fridge or where you'll have easy access to read them often!
